iCert in place for H1B Labor Condition Application

As of July 1, 2009, the system for obtaining H1B labor condition application (LCA) has changed. Under the regulations, the U.S. Department of Labor (DOL) has 7 business days to certify the LCA after it's filed. Our experience with the iCert LCA system indicates that, in a lot of cases, it takes 7 business days for a LCA to be certified (the upper limit mandated by law). The iCert system also seems to have some peculiar technical issues, and might cause additional delay. Given the additional time in processing the LCA, advance planning becomes important.
